In the future, an unknown circumstance causes the earth to quake under a part of Japan creating "The Lost Grounds", a now barren wasteland. Few people born in the Lost Grounds have developed the ability of alter; to manipulate and control matter at will. A special division called HOLY comprised of elite alter users and the police force HOLD are capturing these native-alter users one by one. Are these actions caused by HOLY and HOLD a way to reincorporate natives into society or do they have less admiral plans?
